the guy cut in 1/2 is really a 1/2 human.  The legs in the act are a full size adult, he's bent over with the torso being hidden by the table.  The other set of legs is probably the midget you see in the beginning of the act.

Not that hard, criss angel did a street version of this.  He used a paid actor who only had 1/2 a body and made it look like he detached her torso from her legs.

never said it was two small people, it's the midget you see in the beginning of the video.  Notice how he's gone the entire act?  Look at his legs and lower body during the beginning.

edit:

to clarify.  The first set of legs belong to a full size human, his body his just hidden by the table.  The second set of legs the torso gets reattached to is the midget you see in the beginning of the video.
