The stem was healthy its about 7 days into germnation but it was curled at the top the one of the two leafs were gree but facing the soil and the other leaf never turned green the bottom of the root seems to be strong its just the part stick out of the soil any suggestions?
not a good picture but best i could get

Are you keeping the soil overly saturated? What kind of light do you have for it? Is it in a humidity dome?
What kind of soil, what the pH of the water you've been giving it? We need a lot more info man.

I have it in my window seal water I use distilled water I may have over waterd it not sure but when it srouted the top. Had a curl to it to start with and one leave was nice and green the other stayed like white. I have tried to push. Thhe soil to hold it up at the moment and not in. A dome

Probably due to over watering since you already think you are. A seedling usually doesn't have to be watered for a good few weeks after it germinates.
And that photo is way to blurry to be able to tell what's going on.

Hard to say. You're just going to have to make sure you don't over water and see what happens.
