 Top of buds burning, maybe sunburn?

The problem is that about a week ago one of my plants started turning yellow on the top of the buds, prior to this it had already been a bit stressed with a lack of nutrients it seems.
1. Are you growing from seed or clones?
Seed
2. How old are your plants?
Almost 8 weeks
3. How tall are your plants?
About 15cm
4. What size containers are they planted in?
A bit larger tan a gallon, but larger plants aren't having this issue, maybe strain-related?
5. What is your soil mix?
They call it "leaf soil" it's mostly a mix of composted leafs with a touch of worm/goat compost.
6. How often do you water and what type of water do you use?
Once or twice a week, depending on they're needs but it's been raining for the past week or so so I've only fed them. I water with pH'd tap water. I use vinegar to control the pH
7. What is the pH of your water?
6.5
8. What kind of fertilizer do you use and what is its NPK ratio?
I just started feeding about 3 weeks ago with two ferts , one for micro nutrients with the label reading 11,8,5 and another for flowers at half potency with the label saying 5.24,4.4,13.68 plus a foliar feed of Humboldt County's (sp?) snow storm once a week.
Gonna cut the micro nutes in half next time I feed.
9. Do you foliar feed or spray your plants with anything?
Snow storm, once a week
10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights")
It's an Outdoor grow.
11. How close are your lights to the plants?
12. What size is your grow space in square feet?
13. What is the temperature and humidity in your grow space?
Te normal humidity is around 30-40% it's been up to 50-60% the past week.
14. What is the pH of the soil?
I assume the same as the water's, I don't have a way to measure it since my pH metre took a shit on me.
15. Have you noticed any insect activity in your grow space?
Yes, whitefly, some small spiders and a one or two triangle shaped bug about 8mm long that I haven't been able to identify. The white flies seem to cease their activity once the plant gets deep enough into flower. (I haven't had the opportunity to apply neem oil daily)
16. How much experience do you have growing?
I have one successful grow under my belt, two or three have gone wrong

You're feeding them and they're in 10 gallons of soil and only 15 cm high? There's your problem right there.

Even then, very small plants. Shouldn't need much in the way of nute.

I would flush and hold off on nutes for a week or so.
