Isn't there a link in the picture that will describe it to you? As someone who doesn't really mess with technology outside of opening ports and things easy as hell I don't have it memorized. But it's a bill that would allow the united states to block websites at the DNS level, how china blocks websites from their populace, if the website contained pirated materials. This is bad for a variety of reasons, such as possibly breaking the internet (both metaphorically and literally) and creating a tool the can carry out censorship.

Disagreement about it stems from a variety of technical and philosophical viewpoints.

There is my viewpoint for example: I'm a pirate. I take what I want, kind of like a honey badger.

There is the anti censorship viewpoint: Censorship is morally wrong because it allows to potential for denial of freedom of speech. Also some people find code to BE speech. So not allowing someone on a website can be further "lawyer-ed" to be a denial of free speech even more than just the original potential denial of free speech.

There are technical disagreements about how it is supposed to be implemented, the method they use to block it at the DNS level would prevent fixes that could possibly be used to prevent something... I "think" it has to do with fake websites imitating websites (I'm not certain though). Regardless I'm not a IT guy so understanding that IT guys say it could fuck up how the internet works, and how they can fix a part of the internet that is currently being abused is enough for me.

And then there is the arguement that piracy isn't really hurting the entertainment industry; entertainment profits are up, not down, proof of losses isn't apparent. Many of the studies that show piracy is killing the world assume eveery single instance of internet piracy results in loss of profits. Ignoring users that try before they buy, have already bought a copy, are just downloading a game to use in an emulator instead of their game system, and others that just plain would not of purchased the product if it wasn't available free.

Example: I'm never ever going to purchase a twilight movie, so even if I downloaded it I'd probably never purchase it in the first place. In fact the only chance there is that I might buy it is if I pirated it and liked it (which I won't do, but it's an example).

/rant explanation.

tl;dr
It's what happens when people that aren't IT guys try to make laws about IT, and then ignore the IT guys saying "hey that's a horrible idea."

We're not the first one to think of this, and this isn't the first time we have tried to break the internet.

In fact I can remember multiple times I saw bills just like this from my days as a /b/tard back in the day. This is just the furthest it's really gotten though.

Austrailia and China both censor their websites (also in Australian pornographic material containing female orgasms is illegal because the government has taken the stance that female ejaculate must be urine).

Wikipedia got it pretty mainstream though, got it in the news yesterday or the day before.

And you "could" get in trouble. Technically Pirating is illegal, and by technically I mean it is.

But most people do it, it's like what it would be like if 90% of the population smoked weed on the street every day. Wtf would the cops do arrest everyone and put them in jail (economic collapse plz?). People get sued, but they target the sources more these days than the college kids downloading songs (unlike a few years back).
