Would 2 250cfm inline fans in about 8' of ducting with a carbon filter be enough to clear the air out of the room? and keep it cool enough? Im using a 1000W HID HPS bulb the room is 5x8x7

You've got 280 cubic feet, so two of those fans will be enough for air exchange yes. As for cooling 1000 watts, do you have an air cooled hood? If not heat could be an issue.
