Police have charged an Austin businessman with four new counts of sexually assaulting children, including one as young as 2, and with operating an illegal hidden camera in the bathroom of his home with which he taped a 13-year-old girl.

According to arrest affidavits filed Friday, Billy Dan Carroll, 53, is seen sexually assaulting a 6-year-old girl in 23 instances on a videotape that police seized from Carroll's home.

Carroll also is seen on a video sexually assaulting a 2-year-old on five different occasions and a 4-year-old girl at least once, arrest affidavits said.

The documents said an 8-year-old victim appeared to be unconscious in one of the videos and later told investigators that she woke up "feeling dizzy and her head hurting."

"This man is a pedophile, and if you want to characterize him as a serial rapist, you can," Austin police Sgt. Brian Loyd said.

Loyd, with the department's child abuse unit, said police are investigating cases involving Carroll dating to the 1980s.

Carroll remained in the Travis County Jail on Friday.

He was arrested and charged this week with sexually assaulting an 8-year-old girl whom authorities said he met through volunteering with the Court Appointed Special Advocates of Travis County program.

Police initially said they thought Carroll had served as the girl's advocate but now say they believe the child's sister was a CASA client.

Volunteers with the group work with children in Child Protective Services cases, talking with them, their parents, foster parents and others about the child's future.

Police this week conducted a series of searches of Carroll's home and office and discovered videotapes in which he appeared to be molesting children.

Loyd said that to his knowledge, none of the children was involved with CASA.

According to affidavits, news reports that Carroll had been arrested and charged and that police had taken a videotape from his home generated calls from parents and guardians who thought their children also may have been victims.

The guardian of a 3-year-old and a 6-year-old told police that the children had gone to Carroll's house for several overnight visits between November 2006 and May 2008, affidavits said.

The 4-year-old's guardian said the child spent the night there once in May 2007.

According to affidavits, the 6-year-old girl told investigators that she and "Mr. Bill" have a secret and that he told her it's a "special thing and nobody needs to hear it."

An affidavit charging Carroll with improper photography said he illegally videotaped the 8-year-old girl's sister, who is 13, in the bathroom of his home using a hidden camera.

Police have said the girls were spending the weekend at Carroll's home in western Travis County.

Authorities also have said they seized a videotape in which Carroll appeared to be sexually assaulting two women who seem to be unconscious.

Loyd said Friday that those incidents happened in Houston and Llano and that police have referred the cases to other law enforcement agencies. He said the women did not know they were victims until police contacted them this week.

Carroll founded a court-reporting and video-recording firm with offices in Houston, San Antonio and Austin.

Loyd said Carroll probably avoided previous detection because of his public persona.

"He was the perfect neighbor, the perfect friend, one of those types of people who ingratiates himself to people and portrays to them that you can trust him with your life," Loyd said.
