What is the true pH range for soil?

I have read on this site 6.5 - 7 and many other #'s,  yet the book I read (Ed Rosenthal's Marijuana Growers Handbook) says 6 - 6.3.  He also goes on to say 5.5 - 6.5 is acceptable.

WTF, what is the truth???
And Does that apply to the waters pH? 

I just want some confidence in the matter.

plants grow the best for me @ 5.5 - 6
i water with 5-6pH and once in a while i check the run-off, and it should be around 6pH
plants will naturally make soil more alkaline
i've grown plants from 5-7pH with no pH related problems problems

Ed is letting you know that the cannabis plant is known to withstand pH fluctuations between 5.5 - 6.5

His magic number is 6 - 6.3

Cannabis grown in pH higher or lower than the 5.5 - 6.5 bracket will likely show signs of nutrient lockout.

As an added note: you can easily lower your waters pH using Apple Cider Vinegar. I would recommend this over things like regular vinegar or citric acids as it stabilizes the soil pH for longer than either other option. Also, the vinegar is much cheaper than specialized pH Down that you can buy at the hydro shops, and should only be used with soil grows.
