Suppose one has a 400 w HPS in a 2x2x4 area. Would a cool tube provide sufficient cooling? or is a fan needed as well?

You will need a fan for moving air.
The cool tube is for heat controll of the light.

The cooltube deal makes the lamps last longer and run more efficiently..and its easier to control the heat in the grow area to some degree

I know.. but tube in itself = sufficient cooling? If this equation is correct, I'm wondering why add a fan for air movement to it? It occurs to me that high temps of a fanless setup would pose a hazard, but I'd like a definitive explanation, just to confirm.

I've read of some who are able to have their plants actually touching the tube. Sounds pretty effective.

you're not understanding how the tube works here. the cool tube doesn't do anything whatsoever without a fan drawing air through it. the tube is there to remove the hot air from around the bulb, but without a fan to provide airflow through the cooltube it's basically like the tube isn't there at all.

Which leads me to a conflicted state, as I've heard from others that pushing air through a tube has been superior for light cooling in their experience. Are they mistaken? I understand that pulling air is more efficient than pushing, so theoretically they must be plain wrong.

no you are right because the air outside of the box pulling in would be cooler than the air being sucked from the air warmed by the light on the inside

No the others are right. You want to PUSH through the tube. And PULL through your filter. Check your other post.
