Really? I don't need a 250w HID or anything? I can veg and do clones just with a 400w HPS?

HPS is an HID. HID=High Intensity Discharge, a number of types of bulbs fall under this category including MH and HPS.
So yes, while MH is the preferred for your vegetative stage of growth, HPS will work just fine.
