Can you flower a plant during Spring time in California out doors.....

Has anyone started a plant indoors prior to April only to then make the plant an outdoor plant so it becomes a vegetative monster? Also has anyone attempted to flower during the spring time by moving the plant to a location where it can only get 12 hours of light and 12 darkness (despite the extra work)?

You can if the rain is at a minimum and the temps are right for a extended period of time.
