60-70 degrees. i can turn off the heater. and get it to 60.

Ok so 6x4x7=168 cubic feet, so I'd recommend a fan with at least 376 cfm so that you can exchange air at a rate of twice per minute.
If your ambient temp is in the 60-70 range, that amount of air exchange should control the temps in your room. Make sure you have an oscillating fan to move the air around as well.

temps should be in the 76-78 degree range for optimal growth
6x7x7 = 294 CF
So at minimum you would need a 300 cfm fan to change the air once a minute in your cab.

Okay, but in a 6x4 room, you'll need two of those setups if you want to get 50 watts/ft^2. You're only providing half of that...not enough even to cover the growing area.

 I know nothing about hydro, but as far as lighting is concerned, I know the rule of thumb is 50 watts/ft^2 and I never go below that.
Those tubs hold 6 plants each, so if you have three, that's 18 plants...are you modifying the design?

i'm using seeds. i'm just assuming half of them are going to be male and i'll have to rip them out.

Don't assume.
Here's the long and short of it: 600 watts is adequate for 12 ft^2 maybe up to 16 if you want to push your luck.
Beyond that you'll see airy buds, and low yields, basically low quality herb.
If you can only get 1 600 watt setup, I recommend utilizing less space than 6x4.
This is only one grower's opinion, and in the end, they're your plants to grow as you please.

thanks. maybe i'll just build 2 of them. which would be 4 feet by 3.
