It should be turned to nearly powder no matter what the quality is or if there are seeds or not.  Exposes all of the surface area of the plant material ensuring all of the psychoactive chemicals are able to bond to the fatty acids.

Even the schwag I get around here isn't even compressed, is still half green at least, and only has about 10 seeds/half oz...  That's still way to low for my standards.
