Hi, I'm very new to this, so any advice would be greatly appreciated.
Any cheap, effective artificial sunlight device that I can buy?
Preferably with a timer switch to set the time to turn on and off automatically?
Something like that I can buy online, like Ebay or Amazon?

what kind of space are you working with?
I'd recommend a 1000W HID if you have the money, space air circulation and all that other shit to maintain it. You'd also need a ballast. High intensity discharge lights are probably the way to go, imo of course. They typically consist of a ballast, reflector and bulb (typically a MH for vegging and HPS for flowering). The better ballasts will allow you to use the bulbs interchangeably. some do not, meaning the ballast wattage must match the bulb wattage. you can get low wattage HID's as well. In fact, you can get a 125 watt system (all components mentioned) for under 100 shipped to the us. A 125 hid wouldn't require a huge exhaust systme. but all this depends on what you want to do with what you have available to you. Tell us more.

This is the second time I'm typing this today:
1st: Welcome to the Growery! You'll find many people here willing to help you out with your grow.
2nd: You're leading off with a VERY broad question. You need to know how many watts you're gonna run, whether you'll be using CFL's, standard fluoro's, or HID; if you're using HID, is it Metal Halide or High Pressure Sodium?
Do some reading here first, and get an idea for what your grow space can handle. That way your posts come from an informed state of mind.
Posts like this one will most likely get you flamed by members who aren't as noob friendly as myself.

Thanks for the info, I just wanna grow a very small amount, maybe from 3 seeds and I'd like to know if the electric bill will skyrocket? I know you gotta turn those light on for something like 16 hours a day?

as are we!  your bill will go up with hid. if youve got incadescent bulbs you can replace with cfl's to save some $$. that might offset any increase. you can measure the cost of it. but I will let you find that. post it here and we'll tell ya what we think. i dont mean to be an asshole but there is a thread a the top that discusses all of this and it's a good, easy read. It's called, 'HID's dont use a lot of power' or some shit.

I would go with a 600 watt hps, for the most efficient use of power and least amount of heat output per lumen usage.
Buy a timer from lowes or home depot..
