 What makes leaves look greasy?

It's not a problem I'm having personally, and I'm not really sure if it's a problem at all, but I've noticed in some pictures of other people's plants the leaves look like someone unloaded a bucket of anal lube on em. 
Just wondering if you guys had any ideas whether this is just a pheno thing, or if it's anything even worth noting.
