Georgetown police chief placed on administrative leave - A Georgetown Police officer raped a couple of women during traffic stops and the prosecutors couldn't charge him with two major rapes because the police dept. under David Morgan's failure command did not properly and completely investigate the rapes. Georgetown Police Chief David Morgan was placed on paid administrative leave today “pending a final decision on his employment status with the City of Georgetown,” City Manager Paul Brandenburg said.

Brandenburg refused to discuss why Morgan was placed on leave. Assistant Police Chief Kevin Stofle will act as interim chief, Brandenburg said.

“(Morgan) can either accept a lower ranked position with the department or leave the department, but he is no longer the chief nor will he be,” Brandenburg said.

Brandenburg said under Civil Service law, Morgan has 20 days to make a decision. Morgan, who has been chief for eight years, is not under investigation for anything, Brandenburg confirmed.

“When it comes to the employment of someone, it takes more than one incident to determine the outcome,” Brandeburg said. “As of today that is the best answer I can give.”

Brandenburg said more details will be released once Morgan makes a decision.

A survey was given to Georgetown officers a few months ago by the Texas Municipal Police Association, but the results of that survey have not been released to the public.

Williamson County District Attorney John Bradley in September criticized the department’s investigation into an alleged rape case against former police Sgt. Jimmy Fennell. Prosecutors could not charge Fennell with two major crimes, Bradley said at the time, because officers did not conduct the investigation correctly.
