i don't have a good downstem  this is a ghetto operation here 
would it function better closer to the bowl or near the top?

Closer to the bowl the better.
I would put it on the back side of the bong as well.
About 1 to 2 inches above the water line.

do the extra work and make it a sliding bowl. or put the hole about level or lower than the bowl for optimal smoke clearing.
