They can be started to flower at 12" but its whenever you want to, just remember that they will grow up to twice there size by the time they are done.

Really depends on your head room. A 400w light will penetrate a decent amount of the canopy. Start them around 12in if you have 4-5 feet of space. Also depends on the genetics. Some plants will stretch more than others.

im growing a purple strain and i know they tend to stay smaller than alot of strains how many 12" plants would you bud under a 400?i bought more than i need so i could pick the strongest ones, i was thinking 6, and i have 1 plant that i had been veging under flourescents for quite a while that is about 15" tall and 17" inches wide that i wanted to put in with them. do you think i have enough light for that?

With a 400w the area shouldn't be any larger than 4 square feet. You might have to keep the light anywhere from 12 to 18" from the tops.
