For debts over $10, they can require that you use dimes or larger- that's the law. Don't pay in pennies, use dimes and tell them to take a walk.

Its not really that fucked up. The kid was intentionally being an asshole. Plus I am sure someone is responsible for counting all of that pennies to verify that the full amount is paid.
