Thin, small leaves

This is my second attempt at growing cannabis (blue dream autoflower). I realize sativas tend to have thinner leaves but this just looks small and unhealthy. The leaves used to be fatter and more robust.
1. Are you growing from seed or clones? seed
2. How old are your plants? Approximately 7 weeks
3. How tall are your plants? 3-4 inches? I am trying to spread them out with wires to get more flower sites
4. What size containers are they planted in? 5 gallon fabric pot
5.What is your soil mix? Fox Farm's Happy Frog
6. How often do you water and what type of water do you use and how much you give per watering? I water when I feel the soil is dry. I'm using tap water and while I have never measured the amount of water given it's likely around a cup
7. What is the pH of your water? adjusted to 6.5
8. What kind of fertilizer do you use and what is its NPK ratio? None so far, I have some Gaia Greens organic 4-4-4 and 2-8-4 on hand
9. Do you foliar feed or spray your plants with anything? Nope
10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") VIPARSPECTRA XS2000 LED, it's supposed to consume 220 watts
11. How close are your lights to the plants? 24 inches away
12. What size is your grow space in square feet? 27"x27"x63" plenty of space
13. What is the temperature and humidity in your grow space? 88* 31% humidity! (I run a humidifier in the room outside of the tents due to space/outlet availability)
14. What is the pH of the soil? Uncertain, but Happy Frog is supposed to come adjusted. I'm sorry I'm unsure of how to read soil pH
15. What is the pH of your run off? I never see any, I try not to over-water since that seemed to kill my last plant.
16. Have you noticed any insect activity in your grow space? None

Looks like chronic under-watering to me. 1 cup at a time? Next time soak the whole pot.
