Kind of blurry, but looks like the cotyledons are stuck together with a part of the seed lining. If you're gentle, you should be able to scrape/peel the layer of lining holding them together right off.
Thanks yoosername I took my xacto and lightly picked and viola two little starter leaves begging for sunlight. Funny story about this particular seed. Two years or so ago in a jar of flower I bought from a dispensary one if my favorite strains. It was full size hard but yellow. Yellow like the flat yellow seeds you would see in bad brick weed but I put it in a old prescription bottle and threw in my drawer to be forgotten about. Well in last 3 months ordered seeds and got a few growing and found this guy. Still thought was a lost cause but I threw in a jar of distilled water and put in a cabinet. 2 days later I check it and it's floating. Another not so good sign and being me I poked it and it sunk to the bottom and stayed. So fuck it put back in cabinet and 2 days later it had a cute little white tail. Put it in seedling dirt waited a week and boom it grew. Then I got nervous because no starter leaves and I've read bad seeds can do this as well. I asked received an answer listened and wow two starter leaves so photosynthesis can start. Yay!! Long story short don't give up even on the up not even the retarded looking ones just might surprise you.
