squeeze your nose closed, takie in a deep breath through your mouth and hold it as you tilt your head back for a bit.
You can also try pulling your earlobes outward, not hard enough to hurt yourself, but enough.

If you exhale all the air out your lungs and then hold your breath for a while your body will panic and think you are not getting enough air and your nostrils will begin to flare as a response and if you hold for long enough you will feel your nasal passage open up slightly.

Can provide anecdotal data that supports this. When I was in the southeast, my sinuses were regularly fucked up (mostly allergies). I was in cross country during high school, and going for an intense run for more than 15 minutes would always open up my nose for several hours.
