started the germs off with 13 hours
almost a month and now i see buds
set it back to 14 hours...
will it go back into veg?
didn't even have a chance to grow branches where it's flowering

well at least you know your plants are female. 
I veg my plants at 18/6 this maximizes growth and will flower faster when you do go 12/12.
If you go 18/6 your plants will go back into veg but it could take a month and those plants will have issues from the light changes.
Being only a month old maybe you should start new seeds both would be ready to flower at the same time.

they're about 8" tall I think I'm just going to flower them now
no biggie
I can't really smoke that much weed anyway

Is this a regular strain or an auto-flower? If it's an auto it's going to do what it wants to do no matter what you do. They're just that way.

i've done 14/10 before and it worked fine
that one less hour really kicked it into gear
it felt like less then a month honestly

I did it to save money on electricity and forgot about it until it flowered like 4 weeks later...

Takes way to long to reveg. Faster just to start new plant as they will catch up or surpas the size of small plants. And then u also risk hermie if not done long enough.. just let flower
