usually u just pack the bottoms and top pops on.
but i leave a layer of powder over the bottoms (after ive packed it 5x). this way the tops have extra powder in em

yep
If u put too much loose powder on top it will jam the capsules and they wont pop closed.
The more u do the better u get at it. I can get mine jammed to the limit
