SO I got these two girls that are suffering from this.
I tried foliar feeding with epsom salt thinking it was MG at first has done nothing and its just keeps on slowly progressing and I really dont wanna lose these girls. The pics are off the worst one... The other isnt nearly as bad and the third has just started showing signs all other gals are perfect.
Im in FFOF soil feeding at half str with the Fox Farms trio about 5 weeks into flowing.
Is this a lock out going on?

Hard to say without more info man. Fill this out for us.
Soil Growers: 1. Are you growing from seed or clones? 2. How old are your plants? 3. How tall are your plants? 4. What size containers are they planted in? 5. What is your soil mix? 6. How often do you water and what type of water do you use? 7. What is the pH of your water? 8. What kind of fertilizer do you use and what is its NPK ratio? 9. Do you foliar feed or spray your plants with anything? 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 11. How close are your lights to the plants? 12. What size is your grow space in square feet? 13. What is the temperature and humidity in your grow space? 14. What is the pH of the soil? 15. Have you noticed any insect activity in your grow space? 16. How much experience do you have growing?

1. Are you growing from seed or clones? Clones 2. How old are your plants? 3 1/2 months 3. How tall are your plants? 4' 4. What size containers are they planted in? 5 gallon buckets, one is in a 3 gallon (Both plants that have the problem were in the 3 gallon buckets but I transplanted one of them. 5. What is your soil mix? FFOF 6. How often do you water and what type of water do you use? Tap water, and as needed. Approx every 4 days. 7. What is the pH of your water? 7 8. What kind of fertilizer do you use and what is its NPK ratio? Fox Farm trio Big,bloom and whatever the 3rd is called. 9. Do you foliar feed or spray your plants with anything? No but I did last week to try fixing the problem. Foliar fed with Epsom salt one day and Hydrated lime a different day trying to figure out the cause... Neither had much affect on the plant. 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 1, HPS 1000W 11. How close are your lights to the plants? 2' 12. What size is your grow space in square feet? 2 1/2'X 6' Approx 13. What is the temperature and humidity in your grow space? 75-80F Humidity 50-60% 14. What is the pH of the soil? 6.5 15. Have you noticed any insect activity in your grow space? A fruit fly here and there but nothing significant. 16. How much experience do you have growing? 2nd Grow.
As of right now the plant is still 'Slowly' Getting worse... Growth has definitely been stunted... One problem may have been because the soil for some reason was not drying up in these two plants for some reason.. While the surface of the soil on the rest of the plants dry up fairly quickly, the soil in these plants just stay constantly moist (which I know is a problem) they have excellent drainage SO idk why its not drying up... Im holding off watering them till they dry out completely. But I am worried about feeding them in this case, because these 2 plants are def crying out for something.

They're not drying out because they're not sucking water up. Sounds like you need to do a flush, put a minimum of 15 gallons of pH balanced water through ALL your plants. Then on your last gallon give them a small amount nutrients. They will look worse before they look better, but this should take care of your problem.
