Depending on how much trash/smog is in an urban city, it could appear reddish, but it would have to be pretty bad.
Every time I saw it it was gleaming white, about the size of a Tylenol/Asprin pill held at arms length

The closer it is to the horizon the farther away it is

Yeah I assumed that it was farther away this time but it was at like 74 degrees or something and the last time was 84 I think and it was much smaller this time. I wonder how I find out which times it will be the closest?

I'd figure the closer it is to being straight above you the closer.
I could be wrong though, I'm no expert.

yeah but a 10 degree difference isnt really a lot compared to like a 60 degree difference. and there was a big noticeable difference in size.

It also depends on what angle the solar panels were pointed. the solar panels are what make the ISS so fucking bright
