So I have a few lower leaves that have clusters of small raised white spots on them. Looks very similar to your pic, just not nearly as many. I rub my finger on the spots and they don't rub off. Does Powdery mildew rub off or am I dealing with something else? The name Powdery suggest it would wipe off.

Magash would most likely recommend you pick up a sulpher burner i think. they are quite awesome, and work on things from mites to mold and bud rot.
unfortunately they stink to high heaven.

You may have the beginnings of a mite infestation. Read this.

Never had to deal with powdery mildew thankfully, but for the indoor grow environment, I understand that it can be quite detrimental. Heavily contaminated portions of the plant should be discarded immediately, temperatures kept above 76°F, humidity below 50% rH, maintain good air circulation and high light intensity.
"Serenade" and "Exel LG" brand fungicides may be affective in treating these outbreaks directly. A homeopathic remedy indicates use of a saturation mix of baking soda and water, which when sprayed on the leaf will dry to a fine powder, changing the surface pH of the leaf to 7 which in turn will not allow powdery mildew to grow. It is also advised to reduce Nitrogen fertilization if possible.

What do you have for venting for the size of your room? I beat the pm with 3 6" inline fans for fresh air and a 12" exiting in a 1200 cubic foot room. It is almost double what I had originally had for air exchange but not a spot of mold since. I was planning on doing the greencure thing but didnt need to.

The first time I had to deal with mites, I witnessed the visible stippling (dotted leaves) without being able to identify the mites themselves. They can start out very small. My near-sight visual acuity is better than average and I refused to admit I had a mite problem until the infestation had progressed and those buggers were getting fat enough for me to see very clearly!
If the stippling on your leaves is getting worse, take a preventative measure by removing heavily stippled leaves and buying a pyrethrin based solution, then wetting a soft cloth or towel with it and individually washing each leaf of the plant by using two fingers to gently squeeze the saturated cloth around the base of the leaf, then gently pulling toward you to wash it and remove any of the potentially unwelcome residents.
