The military sometimes uses tor, yes.
It was not created by the U.S. military.
It is, in fact, run by a non-profit organization.
It is also open source.
Unless you are sitting on the exit node, you can't see the traffic.

Can be a pain in the ass though.
Tor is easier, however slower.
Oh, and it is possible to ascertain a location, while it is hard with tor.

No it's not. Traffic can still be sniffed at the exit node. You never know how the server owner will use the data you send, but the government uses it to catch hackers and pedos.

You can infer locations, yes, if you really want to.
But you cannot see traffic unless you are on the exit node.
