it can by the government ( but it wont be ),and cant be seen by websites your going on

just google proxy servers and you'll find tons of sites that let u proxy through them

A proxy is just using someone elses computer to perform the browsing you would normally do from your IP.
If you proxy the government can (with some difficulty) trace the source of the proxy and follow the trail to your crime (if you had one).
You're best bet is to google Tor network.
Tor has nothing to do with torrents btw.

thanks dudes. dont plan on committing any crimes i was just wondering. might start using one. according to these, all i have to do is basically go to the site, type in the site i want to go to, and bam!

I like hidemyass.com for simple proxy/vpn surfing. They also give you the option to select any of their numerous proxy sites but I think hidemyass has a nice ring to it 
but yeah like ezKiel said if you're looking for true anonymity look into Tor. It may seem a little complicated at first but if you're on firefox then just download the Vidalia plugin and Tor Button and thass that. Your signal gets bounced around the globe so much even the NSA will have a difficult tracking you down.
