Im pretty sure its because when you eat weed, you have to use a little heat to de-carb it(decarboxylation)to make it active when eaten...Look up "decarboxylation of weed butter" on google...
When making honey oil from alcahol, you are smoking it so im pretty sure its active without heat and decarboxylation...idk  google it

cause butter is solid and alcohol is not 
But you can put cannabis into oils without heating it to make a tincture, it wont work as well as a non heated alcohol tincture but will work
heating just makes both processes go faster
