OK
I'm not really sure about your question..It all depends.
I can tell you this though. I have two 300 watt cfls which is equevilant to roughly 128 incandescent watts. They work great for mother plants and clones. These would work great to flower four small to medium size plants.
I've never used LEDs.

how big are you wanting to grow these 4 plants?

I've not even heard of HID
Do they make much heat, main reason for flourescents is they don't make a big heat signature like HPS does.

HPS IS HID. And I wouldn't worry at all about heat signature unless you're running over 3K watts. You need to read some more.

HID stands for High Intensity Discharge lamps. Not sure what size your grow area size is but a 400 watt HPS would give you 100 watts per plant and would create DENSE buds.
As far as heat goes good ventilation is the key to keeping that under control. And for a heat signature from a 400 watt lamp is highly unlikely. Maybe if your house temp was below freezing at all times it may show a heat signature under infrared but like i said it's highly unlikely.

400W on the North Pole might create a heat sig. Other than that you're fine. Invest now, invest early.

Exactly and a 400 or 600 watt is substantially less expensive than a LED.

LEDs are all neat and stuff and from what ive read can be good for a veg room, and are very cheap to run. so thats a plus. also CFL are cheap readily available and also work really well for veg from my understanding. But they dont have a good penetration. SO get 42watt cfl or higher but not as easy to get or t8 bulbs. veg use the daylight blue color for flower maybe toss in a few more orange bulbs. to offset the weak penetration you can put some long tubes along the sides of the plants or cfls along the sides. do some research there are alot of people who only use floros. prob do 60-80 real watts(not incendecent equivelant) per plant as a guess will give ya plenty but dont quote me on that.
