Trying to imagine what one would look like starting from some thing like this.

 This one operates at 100 to 105f
What I'm wanting to do is build an enclosed shelf for them to sit on. So I can vent the heat outside. Have no idea if just heat would start a fire or if they would throw out sparks or why they would go bad.
Give me some idea's people.

I'm gonna state the obvious and say it's time to upgrade to a digital ballast  I would stick yours in an enclosed area unless you were venting it with some fans. You'll fry your ballast otherwise.

Gona put a small fan on each. Should of said some thing about that in 1st post. Will also be exhausting out same place as lights.
Have a terribly heat problem I'm trying to over come. 2/3 of my elect consumption is a/c.

are you venting your exhaust somewhere other then outside the grow area?

No. This vent is just for heat control.
Put some flat carbon filters on the a/c(not in use this week).Have never had a smell problem outside.
