Alright So I have a 150w HPS fixture. hooked green-green, white-white, black-black. Didnt go on, so I took a look inside of it and I saw two wires not connected to anything. The one wire had a cap on it that was to loose to stay on and it could not be screwed onto one wire, it was too big. So I connected the two wires, now everything works. Just to be sure, since Im a noob at this, what do you guys think?

you should be ok, looks like a butt cap came loose and your wires became disconnected. Green is usually your ground wire, and the others are your live wires for power. A little electrical tape wrapped around the mouth of the butt caps and over the wires should help hold things together if you keep experiencing this problem again.
