 Brown spots.... can't figure it out (Pics)

Well I've done a bunch of searches on this site, and off, and can't seem to figure out what these brown spots are. From my reading, it can be anything from spider mites to some kind of nutrient deficiency.
Soil Growers:
1. Are you growing from seed or clones? Seed.
2. How old are your plants? About 2 Months
3. How tall are your plants? About a foot on average. Between 10-18
inches.
4. What size containers are they planted in? Little less than a gallon pots.
5. What is your soil mix? 5 parts coir, 3 parts perlite, 2 parts worm castings
6. How often do you water and what type of water do you use? Water about once a day, whenever soil is dry and pots are light.
7. What is the pH of your water? It is distilled water. Unknown pH
8. What kind of fertilizer do you use and what is its NPK ratio? EarthJuice GROW 2-1-1... 2 TBSP per gallon.
9. Do you foliar feed or spray your plants with anything? Just sprayed neem oil 2 TBSP/gallon two days ago as a precaution.
10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 2 red 2 blue fluorescent tubes (for veg) combined 160watts
11. How close are your lights to the plants? About 3 inches
12. What size is your grow space in square feet? 4 Square feet
13. What is the temperature and humidity in your grow space? Usually dry, temps anywhere between 60-100 F
14. What is the pH of the soil? 7
15. Have you noticed any insect activity in your grow space? Fungus Gnats, but soaked soil with 2 TBSP/gallon of neem oil to kill em (Nematodes weren't keepin up)
16. How much experience do you have growing? Good with plants, first serious run with this though.
What do you guys think this is? Mg deficiency? Spider Mites? A Disease? Somebody I know is new at this so I don't know... leaning towards mites. But whatever is on the diesel plants looks a little different....

You would see spider mites. I would recommend flushing your soil if you have not done that already. Likely a pH or salt problem.
