Back and fourth conveyor construction?

I'm not sure if this is the right place to ask this question but it seems alright.

I remember seeing once of a guy that had this conveyor that held his grow lights. It would go back and fourth increasing the coverage and would also cause the plants to follow the light strengthening they're stem structure I believe.

I was wondering if anyone has experimented with this and what they did.

I'm going to try to do it as cheap as possible.

I think there used to be these toys that had all kinds of gears and stuff but for the life of me cannot remember the name of them.

Any insight would be greatly appreciated.
