 What is the difference between his and hers?

You can say it's his, it's hers.
The dog is hers.
It's her dog.
But you have to say it's his dog.
You can't say it's hims dog.
The dog is hims. It's him.
Why is her a subject and possessive while his is only possessive.
Why does the male get two words and the female one?
