I have a space that is 25" x 46" x 90" is a 400W HPS to much? I will have a carbon filter and a 400 CFM fan.

400 watt is an awesome choice for that space.
These two bowls came from a 24 by 36 x 60.
 
I forgot which week this was from but is those buds.
Over 8 ozs of cola buds.
Damn near that much in lower popcorn buds.

I would get a ~400w LED for that size.
I use Advanced LED's lights, they came out with a newer generation light last year, http://advancedledlights.com/3w-led-grow-lights/xte-series-led-grow-light-usa-made-5w-leds/
the xte400 @ 330watts would be perfect size for that setup. I use their 2011 model, the DS400 which is good to me, but not worth buying in today's market because its not modular.
Your fan would just suck the heat out of the top of the tent rather than need to cool all the equipment and plants off.
And if you've not read up about them, don't just purchase an LED. The market for most LED lights are full of lies and deceit.
