Is it ok to have it sitting on a table mat of cork?

That would be fine. I get small 4" desk fans and aim them towards the ballast to help keep the temps down.

If you are using more than 1, you could just put a shelf on the wall with some screws, the closest from the top, i've always liked to do it, and keeps the rule of elect. stuff +1m from the floor and water below that.

smash two aluminum cans flat. Set it on those. aluminum is a great heat sink.
