dont add nutes until they are at least a healty 6-8 inches tall and even at that, add a very watered down version of your grow nutes.
they are getting enough light for now, but try looking into other peoples CFL grow logs here and other places on the web for how they did it. i grew with CFL's once and used 2 - 2' tubes and 6 26w clamp lights. your distance is prolly good for now, you can almost have them touching, but wouldn't recommend that close.
veg light requirements are 18-24 hours of light a day. i would leave those lights on for 24 hours for the first couple weeks, then switch to 18 on/6 off, but thats just me.
flower light requirement is 12 on, 12 off and absolutely NO light leaks.
you should use the fox farm light warrior for seedlings it works best and dont add nutes until 3 weeks then only half strength and use the ocean forest it would behove you to get an HPS instead of the cfls.. a simple 150w would be better.. you dont have a carbon filter? eventually them things gonna stick reallll bad..
