The sheriff Bob Marley speaks of is "The Man", "Illuminati" or what ever you want to call it. The reason he says he didn't shoot the deputy (those who work for the man) is because the deputy only follows the will of the Sheriff. Therefore the deputy was only following orders and he can't blame the deputy, only the Sheriff whom called the shots. Bob Marley was a Genius. If only everyone paid closer attention to his work.
