If you download from any of the know sites, your ISP will slow down your connection. You have to find a private torrent site (more like be invited) and also should really never download from a public site unless you need too. Also you should block the IP addresses of the authorities.
But that is from downloading back in 1994 from private FTP sites, all the way up till today with private torrent sites. Sorry, you are being taken advantage of because your ISP knows the IP address range of the bad sites trackers and purposely slows your connect to a halt. Otherwise their just ain't enough seeders.
