It looks like it plugs into a screw on socket....so would that mean I wouldn't need a ballast for this? Also, could I buy two and put them into one of those Y splitter get-ups?
Also, how far away from the plants would a pup like this have to be? Would this help my flowering plants at all? Or would it be a bigger benefit to my vegging babies?

No. You still need a ballast! ALL grow bulbs screw into a socket. A 1000W bulb will screw into the same socket as my 400W bulb. Neither one of them will screw into a regular light socket. The bases are different.
How far you put your light is dependent on how good your ventilation is. The closer the better. As you can see in the pic my plants are less than 8" from the 400W bulb inside the reflector.

Yeah I had the realization about the necessity of the ballast like right after I posted and did some more research on it. I can't afford a ballast so I am going to be purchasing 4 42w CFL's.
With those 4, plus six 26w CFL's around the sides of my plant, this should be sufficient light, right?
Just did the math and I would have a total of 324 total watts of light in there.
