Marijuana legalization will be on California ballot

Passage of the measure, by no means certain, would make California the first U.S. state to legalize marijuana. Backers believe the state could be at the vanguard of a national movement toward decriminalizing the drug.

"This is a watershed moment in the decades-long struggle to end marijuana prohibition in this country," said Stephen Gutwillig, California director of the Drug Policy Alliance, which has spearheaded the ballot initiative.

"Banning marijuana outright has been a disaster, fueling a massive, increasingly brutal underground economy, wasting billions in scarce law enforcement resources and making criminals out of countless law-abiding citizens," he said.

California Secretary of State Debra Bowen said in a written statement that her office had certified the measure for the November 2 general election ballot after backers submitted the required number of signatures on petitions.

Bowen said that proponents, who needed 433,971 valid signatures to qualify for the ballot, had submitted 694,248 that were verified through a random sampling.

POLLS SHOW MANY SUPPORT MEASURE

Legalizing marijuana appears to have broad support in the state, with some 56 percent of Californians surveyed in an April, 2009 Field Poll saying they favored making it legal for social use and taxing the sales proceeds.

In October, Gallup found 44 percent of Americans favored legalization.

Activists have suggested that taxing marijuana sales could help bail out the cash-strapped state, but plenty of Californians still oppose marijuana.

"With legalization of recreational marijuana use, impaired driving, fatalities, injuries and crashes will go up, and we don't want to see that," California Mothers Against Drunk Driving spokesman Silas Miers said.

The measure's qualification for the ballot was "the first step toward its defeat," said John Lovell, a lobbyist who represents a number of law enforcement groups.

Critics also say the social costs of a free-smoking state far outweigh the money it would bring in.

They say that the already enormous societal damage from alcohol and tobacco use would only increase if people were allowed to legally sell and smoke pot.

Under the initiative, simple possession of an ounce (28.5 grams) or less of marijuana, currently a misdemeanor offense punishable by a $100 fine, would be legal for anyone at least 21. It also would be lawful to grow limited amounts in one's own home for personal use.

While sales would not be legalized outright, cities and counties could pass laws permitting commercial distribution subject to local regulations and taxes. Retail sales would still be limited to an ounce for adults 21 and older.

Not sure it'll pass, but I do think it will be close whether it passes or doesn't.  It's got the best shot out of any state, being it is in California though.  Even if it doesn't pass, I think it will within the next 10 years, in California at least.

Yeah, I think the first state to legalize it all the way will be California and the rest of the states would follow suit eventually.  Where I live, Virginia, will probably be one of the last :nonono:.

It would definitely be a HUGE step for the movement in general though.  I'm excited and I'm 3,000 miles away :lol:

we actually had a legalization amendment on our ballot about 3 years ago. It passed in EVERY precinct except colorado springs but they've got a large enough population that they actually threw the entire election. :nonono:

Folks down in the Emerald Triangle are worried about this. The price of weed in the US is gonna plummet at least temporarily if this goes down, we're gonna see a lot of the people who make a living growing right now won't be able to compete in a new market.

Good for the rest of us though :thumbup:

I think that's bullshit. There will ALWAYS be a market for Connoisseur quality cannabis, and although the price might plummet for schwag and mids I would be stunned if you'll be going out to get a oz of top shelf medicine for $50 anytime in the near future

Don't be so doubtful. Sure there are suckers everywhere that will pay anything for the good stuff, but the shear magnitude of the state that already produces 50% of the countries domestic crop, becoming a fully legalized state is gonna shake things up.

I don't think so, simply because of the time and money that's required to grow nice herb.  You can't just set up some lights and then forget about your plants for 4 months and end up with top shelf weed, it requires daily care and expert grow rooms. outdoor weed might get that cheap since it can be produced on a scale similar to standard agriculture in America, but indoor hydro is just too complicated and time consuming to sell for that cheap

Yeah, it was through someone my dad knew.  I was like 18 or something.  It was kinda black and like resinish if you get what I mean.  It wasn't resin :lol: I know that.  The high was a little different than mj, and lasted a little longer, and was a little more intense.  I don't think it was necessarily the best hash, but not the worst either, you got me?  I'd love to try it again with some really good hash.

Especially considering that some of the debate surrounding California's Tax & Regulate proposition indicates the assessment of a $50 excise tax per ounce of retail product.  Therefore, a $50 ounce would only cover payment to the state!

I threw some more cash at MPP's Political Action Committee this morning, and plan to contribute more funds to this incrementally as the election draws nearer.

Those of you in California who support this proposition, should visit TaxCannabis2010.org and pledge your vote!
