I see no reason to doubt the authenticity of the article. They come up with possibility plans all of the time and some are pretty far out of course. It's says right in the top part of the article.
"Operation Northwoods was part of the U.S. government's Cuban Project (Operation Mongoose) anti-Castro initiative. It was never officially accepted or executed."
As for what the article has to do with anything? Nothing really aside from letting us know we can't trust the government. We already know this. lol
