Not really, no. Satire is misunderstood these days.
A very common, almost defining feature of satire is its strong vein of irony or sarcasm, but parody, burlesque, exaggeration, juxtaposition, comparison, analogy, and double entendre are all frequently used in satirical speech and writing.
I'd vote NPD
Or Bloc Québécois but Duceppe is shady, so no.

Because I really don't know whats the best move.
I used to just think anything but conservative was fine, but then I think of minority vs majority government....and blargh.
NDP or Green seem the lesser of the evils?

I don't know. Don't listen to my advice, even if it comes from the ''Madness of a Quebecer'', but NDP might be a good choice. It has serious plans, and well, their education project in Quebec is pretty good.
I don't know about the situation in ontario though!
