 How To Make GIF. Help

How do you make GIF files. I mean from a youtube video or a DVD. How do you extract to take the pics and extract each image you'd want. I remember WMP can do it and VLC. But other then that how?
Would I have to subscribe to it?
Someone should make a tek on how...

Wow - that's a loaded question!
Download VideoReDo - use that to extract the frames.
Then use something like Animation Workshop to create the .GIF.

It's a 2 step process you need something to convert your youtube video or avi (which could be divx, h264, xvid, mpg) and convert it to a format that's widely usable. Than go from there.
