I actually think she's really smart. She plays dumb though.
She knows how to work the people, make money, seem cute, and do nothing all at the same time. She sells herself which then sells her companies. A walking advertisement for her own business.

I don't know anyone who would intentionally want to publicize themselves as an airhead just for fame.

But granddaddy cut her out of the will. She's got some money, but not much by Hollywood standards.
I agree- she's probably smarter than people think. Lots of girls are- they learn early on to act dumb around boys.
