Al-Shabaab's key target(s) are: The truck where the bomb was in, evaded several security checkpoints before the detonation, this seems to be well-planned. Not something Al-Shabaab would do.

Somali conspiracists are saying this may be part of the feud between Gulf nations vs Qatar. Others also say this may be politically motivated due to the meetings that the president has had past a few days prior to the bombing.
