Yes, but not downward elbows when you are in full-mount, because you will break dude's face, nor to the back of the head, because you can seriously damage important nerve and spinal complexes. You can elbow down when in side mount.
The 12-to-6 elbow strike used to be legal but doctors threw a huge fit about it and they had to change the rules.
