i have been growing seeds in a hydroponic system i have the heat on 12 hours a day with water 15 minutes per hour while light is on when sould i up the water timing

When the plants say they need it.
But you may not have to worry about that, with the timing you're running now.
I myself only water once every two hours on mature plants, my seedlings usually only once every 12 hours.
This isn't the same for everyone, due to different temps, and environments.
It's always best to let the plants be the boss.
