First attempt ever, want to know about how long till one will see sprouts, how long till one should tie the plant down and how long before you should start budding... i know its not going to be a basic answer but if someone could just ballpark it for me.

germination of a seed can be done in as little as 24 hours. From tap root to seedling generally about two days or so. If done right, growth is fairly rapid from that point on.
Tying your plants down should be done fairly early, although you are able to do it at any point in the veg stage. Technically you can do it in flowering to increase light to lower bud sites, but it's pretty pointless at that stage as the point of LST is to increase the number of tops by growing out the side shoots to form an even canopy.
A month of training is pretty normal, but you can take as little, or as long, a time as you want. Like i said, the whole point is to increase the number of tops and form an even canopy, once you've achieved this you're set to flower them.
